Project title

 „Separation of combined sewerage system into sewage and rainwater systems in the town of Puck

 

Description:

 

The town of Puck has a combined sewerage system which is about 50 years old. The sewerage system length is 28,9 km. The sewage is transported to the sewage treatment plant in nearby Swarzno.

 

Based on the agreed concept of “Separation of […]” developed in March 2001, from 2002 by the end of 2005 11 km of main pipeline were built and 9,1km of house drainages.

Objectives:

 

This enterprise is an element of the „Protection programme for Puck and Gdansk Bay”. The described investment task covers construction of trunk sewers on town area. The whole sewage system will enable reducing the operational problems of sewage treatment plant in Swarzewo, which are due to the increase in sewage volume during the high tourist season. Also the development of sewage system and increase in the volume of rainfall observed during recent years are reasons for increase in sewage volume. In order to increase its efficiency, the holding tank in Swarzewo needs to be modernized. A crucial condition for it to work properly is also the separation of rainwater from sewage system. Therefore, a new sewage system will be built, and the old one will be re-qualified for rainwater.

 

Process/Stages:

 

Due to financial reasons the whole process was divided into tasks. It was started in 2002 with the construction of trunk sewer. The process lasted until 2005, and was part-funded by the Regional Fund of Environment Protection and Water Management in Gdańsk, by its national equivalent, and by EkoFund Association.

 

Outcomes/Results:

 

  • Protection of waters of Puck Bay
  • Reduction of operational problems of the sewage treatment plant
  • 11 km of main sanitary pipeline  and 9,1 km of house drainages

 

Learning Points:

  • Environmental protection through infrastructure investments

Theme: Engagement/Dialogue/Youth                                 Town, country: Puck, Polska

 

Title:

On Pomeranian Route

 

Description:

The project was a meeting of young people from Poland, Italy, Lithuania and Netherlands. Its goal was that the youth will gather as much information as possible on their country and region, and present it to their peers from other countries. It was a good start for the cooperation between youth from Puck and other European towns.

 

Goals: preservation of natural environment and cultural heritage, propagation of respect and understanding for other cultures, broadening the horizons for young people, propagation of tolerance for others, preventing xenophobia and racism.

 

Process/Stages:

  1. Informal youth group idea to organise a youth exchange (youth meeting)
  2. Discussions and agreements between youth and the town authorities
  3. contacts between young people from Poland, Lithuania, Netherlands, Italy via town contacts, preparation works, filling in the application form
  4. applying for funds to the YOUTH Programme in Poland, approved in 10/2004
  5. preparation visit of representatives of the countries in Puck (5-6.02.2005)
  6. youth meeting activities in Puck (16-28.02.2005)

 

Outcomes/Results:

  • a project folder in English language “On Pomeranian Route”, website, CD publication
  • continuation: meetings in Netherlands and Lithuania, where youth from Puck participated

 

Learning Points:

  • local community was much interested in the project and watched all the activities, however was reluctant to engage into these activities
  • most important is to create the possibilities for the young people to act for their own purposes

Theme: Long term Planning/ whole Town Strategy           Town, country: Puck - Poland

 

Project Title:

Modernisation of the pier above the sailboat hangars in the yacht port in Puck.

 

Description:

The Puck Marina consists of a port with two basins – yacht ports, a pavilion for gastronomical and social purposes, and a pier. The investment aims to improve the condition of existing facilities and increase its attractiveness by:

1.      Improvement the technical condition of pier surface

2.      Creation of a viewpoint

 

Goals:

1.      Improvement and increase the attractiveness of the sports infrastructure in town

2.      Increase of popularity of watersports

3.      Adding more attractiveness to the tourism values of pier

 

Process/Stages:

  1. The manager of marina reported the problem to the municipality – 10/2004
  2. The municipality included the modernisation in 2005 town budget
  3. A technical project was prepared
  4. Application for grant to the respective regional authority
  5. Obtaining of grant, start of investment – 09/2005
  6. End of investment works – 11/2005

 

Outcomes/Results:

  • Achieving a new, lasting and durable surface (as roof of the hangars) above the hangars and a walking area at the same time
  • Creating a new viewpoint
  • Issue of promotional publications regarding the marina and watersports

 

Learning points:

  • Joining infrastructural investments with issue of promotional materials enables a better end effect for the investor

Theme: Tourism & identity/Marketing & promotion           Town & country: Puck, Poland

 

Project title:

Puck –Town of Privateers – Royal port of the Republic of Poland

Description:

The realized project refers to the historical events of the Swedish War period by the performance of the battle for Puck. The project and the performance presents the historical values of town and commemorates the events from 350 years ago, when Puck the same as another Polish town - Częstochowa remained unconquered.

 

Goals:

  1. Creation of a distinctive image of town based on the historical values
  2. More activity in the coastal belt of Puck town
  3. prolonging the tourism season

 

Process/Stages:

  1. Town enters into cooperation with an advertisement agency which is hired to create the summer activities in Puck – November 2005
  2. Elaboration of the presentation of the project by the agency
  3. Inclusion of the project “Puck – Town of Privateers” into the municipal calendar of cultural events – January 2006
  4. The town signs a contract with the agency and lends the area – May 2006
  5. Building-up the area of the coastal belt (so called “green beach” in Puck) with the infrastructure referring to privateers & pirates (a ship-like stage and tavern) – June 2006
  6. Realisation of the project ongoing from the 23rd of June 2006

 

Outputs/Result:

  • Activation of the coastal belt area of Puck through activity of the Privateer Tavern
  • Development of theme-based websites – promotion of town
  • Development of educational programmes for youth
  • Signage of the military historic buildings – ramparts from the period of Swedish wars (XVII century)

 

Learning points:

  • Such initiatives result in increased interest of the visitors in the town, and increase in volume of visitors. The project will be continued and developed further in future years.

Theme: Partnership and town management                      Town & country: Puck, Poland

 

Project title:

European meetings of local authorities and Non Governmental Organisations

 

Description:

The project was aimed to create and support the cooperation between local authorities and NGOs from participating towns by starting a long-lasting exchange of experiences between the partners to initiate new meetings and develop a model of cooperation between local authorities and NGOs.

 

Goals:

  1. Developing cooperation between communities of Puck (Poland), Stein, Konz (Germany), Gueret (France) in various domains of social activity
  2. Creating an office of cooperation between partner towns
  3. European Integration through bringing closer the culture and tradition of partner town countries

 

Process/Stages:

The beginning of cooperation between Puck, Konz and Stein dates back to 2004. Each year in November, a plan of cooperation for next year is developed. The towns observed a lot of interest of the NGOs to cooperate with each other and with local authorities, and hence the idea of a several days meeting was born. The meeting aimed to bring the NGOs closer to each other and to the local authorities, and was joined with the presentation of Town’s culture and tradition.

 

Outputs/results:

  • Cooperation between sports clubs, schools, libraries etc. of all towns
  • Creation of a contact office for all the partner towns in Municipality of Puck
  • Issue of a promotional publication after the meeting
  • Creation of a website

 

Learning points:

  • Need for an institution/employee/office that stimulates the contacts between partner towns
  • There is a lack of basic knowledge in many NGOs about the possibilities resulting from the towns partnership
