About Ellon

Ellon is the largest settlement in Formartine area. It was the main settlement of the Pictish province of Buchan before 400 BC. The town owes its prominence to the River Ythan where it acted as the principal ford crossing on the road from Aberdeen to Peterhead. Up to the mid-1930s cargo vessels on the Ythan between Ellon and Newburgh transported coal and lime upstream and grain downstream.

With the discovery of oil, Ellon has expanded rapidly over the last two decades and has developed a modern infrastructure for business development and its expanding population. To protect the natural beauty and preserve amenity value of the river, the Ythan Amenity Trust, now developed into the Ellon Biodiversity Action Group, was formed in 1980. Walkways and environmental management schemes have been established by the Trust and the local authority.

As part of the Aberdeenshire Towns Partnership which brings together Aberdeenshire Council, Scottish Enterprise Grampian, Communities Scotland, business and local community, a strategy has been prepared for Ellon, to target the local economy, community issues and the environment.

Over the past five years, 283 additional dwellings have been built in Ellon. The build rate has increased considerably over the last two years as the large site (628 units in total) at Knockothie to the north of the settlement got underway. In addition, there have been a number of other smaller developments on brownfield sites within the settlement itself.

There is residual capacity on sites zoned for housing for an additional 472 units, of which 447 have planning permission. There is planning permission for a further 72 units on other sites. Housing land is mainly located at Knockothie.

18.64 hectares of land zoned for industrial or business activity remains undeveloped. All this land is marketable, but only 1.95 hectares are serviced. This land is located to the east of the town at Castle Park, and Balmacassie/Knockothie.

Audit of Town Development Strategy

 

(a)       Is there a strategy?

 

Ellon has a well-developed town strategy and has been working towards this over the last five years. The initial focus was on delivering an economic development strategy for the town, but that has been extended to include a broader view of environmental, social and community issues facing the town. The Strategy is a non–statutory document, although certain elements are being taken forward in the form of formal planning guidance (e.g. town centre plans).

 

(b)       Key Objectives and Targets

 

The key objectives of the Ellon Strategy are currently:

 

1.             Develop diverse employment.

 

2.             Enhance town's appeal.

 

3.             Enhance town centre.

 

4.             Improve community facilities, access and social inclusion.

 

5.             Provide affordable, environmentally friendly housing to first time buyers.

 

6.             Engage the community *

 

Key targets are:

 

·                Riverside project complete, giving Ellon town centre a new focus.

·                Ythan Centre development complete, providing new youth facilities.

·                A strong business community represented by the EBI and Ellon Traders.

·                Land successfully marketed at Balmacassie business park and speculative building of business units by local developers, incorporating best practice of design.

·                Local companies taking the opportunity to expand onto the new business site and outside companies being attracted to the town.

·                Ellon to have gained prominence for its integrated (links through new developments) paths network and riverside nature walks.

·                Momentum from job creation, environmental projects and capacity building, resulting in new vibrancy in the town. This will adjust the image of the town away from that of a ‘commuter settlement’ and assist in attracting a greater retail offering to the town centre.

 

(a)              Partnership and decision-making

 

The three partners in the Aberdeenshire Towns Partnership (ATP) - Aberdeenshire Council (local authority), Scottish Enterprise Grampian (SEG) (economic development agency) and Communities Scotland (regeneration and housing agency) – allocate funding on an annual basis, but with a three-year view of priorities. Decision-making is largely devolved to the Partnership Board. Each of the local town groups bring forward planned proposals for funding to the Board, who take an overall view of the competing demands upon the funds available.

 

(d)       Funding

 

Aberdeenshire Council and SEGrampian contribute in the order of £400,000 per annum as core funding. While Communities Scotland contribute significantly larger amounts (£3million per annum) this generally directed to supporting housing initiatives by social housing providers, or to support the private sector in affordable housing provision.

 

The current approved funding plan for Ellon is set out in section (h).

 

(e)               Local Structure

 

Within the overall framework described above, each town is able to develop a local partnership and decision-making structure appropriate to its own needs.  The structure for Ellon is shown in the diagram. The Constituent groups that make up the Ellon Strategy Group have evolved over time and as a result of community activity, aspiration and priority. The Town Team (Officer Support Group) is made up of Local Authority and other agency staff – health service, police, economic development agency etc – and takes forward the detailed work underpinning the Strategy and support the various groups as may be required.

 (f) Town Co-ordinator

Ellon does not presently have a Town Co-ordinator.  This situation is under review. Where necessary, additonal staff support has been bought in to deal with specific pieces of work.
