Long Term Planning – William Munro, Stonehaven.  11 May 2006

 

 

BACKGROUND

 

-         Amsterdam themes agreed including long term planning

                            (some themes merged)

 

-         Stromstad workshop discussion agreed ‘’ Identifying the land use and development needs to achieve the long term vision of the strategy’’ 

      Concern about fit with whole town strategy.

 

-         Poland agreed to merge the theme into Whole Town Strategy.

 

-         London new framework – sub theme of whole town strategy to be developed in less depth as it is ‘long term’ beyond the project.

 

EXAMPLE OF GOOD PRACTICE

 

-         Imagine Stonehaven (Ellon, Inverurie)

 

-         What if the town’s population increases by 50% over a long period?

 

-         Where would we locate housing, industry, infrastructure facilities?

 

-         What does community value? – sense of place

                                                                  - setting of town

                                                            - town centre, beach, harbour

                                                            - green corridors

 

-         What other constraints?          - sea, major road, railway, oil and gas pipelines

                                                      - landscape setting, skyline, green spaces,

low  land-flooding.

                                                      

-         Options                                    - assess impact on climate, energy, resources,                                                                  

                                                              social concerns, environment

                                                       

-         Stages                                     - set framework of open space

                                                                 - identify transport & local service centres

                                                                 - identify sites fro development

                                                                 - phasing

 

-         report considered by Area Committee further consideration – October 2006

LEGAL FRAMEWORK

 

-         Structure Plan  - strategic level (Regional) (joint with neighbouring Authority) Strategic Policies. Sets out development needs and timescale in general terms e.g.200 houses in 5 years Stonehaven.

 

-         Local Plan – local policies takes the development needs from the Structure Plan and allocates to specific sites e.g. 50 houses site A; 100 houses site B;  50 houses site C; and to achieve 200 houses in Stonehaven.

 

-         Planning Application/development Control – application lodged by developer, assessed by Local Authority to ensure that it complies with the policies and proposals in the Structure Plan & Local Plan

 

 

SuSSET needs to

 

-         Compare the legal framework in each country

-         Look at what is good/bad

-         Recommendations for any changes as they might affect small expanding towns

-         Compare good practice for defining the land use needs to achieve our whole town strategies.
